I am an independent consultant from the Community and it is important for me to ensure that all your questions are answered and that you have a positive experience.
First, I advise you to analyze whether the failure is related to add-ins in the application.
1. Press the Windows + R keys, type Outlook /safe and click OK.
2. Choose the Profile and click OK; and click File> Options.
3. In the Outlook Options window, click the Add-ins option.
4. In the View and manage Microsoft Office add-ons option, go to the Manage option and select the COM add-ins option and click the GO button.
5. In the COM Add-in window, deselect all available Add-ins and click OK.
6. Close Outlook in Safe Mode, start Outlook normally and check to see if the problem persists.

If you still get the error, follow the steps below to Create an Outlook profile and see if you get the same error:
1. Type Control in Windows search and click on Control Panel;
2. In the Windows Control Panel, select E-mail;
3. In the Configure e-mail dialog box, click Show profiles;
4. On the General tab, click Choose profile to be used and click Add;
5. In the Profile name box, type a descriptive file name for the email profile and click OK;
6. In the E-mail Accounts dialog box, select the option Add a new e-mail account and click Next;
7. Click the appropriate server type for the new email account and click Next;
8. Enter your account information in the required boxes and click Next;
9. Click Finish and OK.
Restart the computer and verify that the behavior persists with the newly created profile.

Thanks for the possibly corrections. For the Add-ins, I did steps 1 and 2 but Outlook would not open in safe mode. In the Create an Outlook profile section, I did steps 1-9. The profile loaded the files, but in the midst of doing so, a message popped up saying that there was a error in a outlook data file and asked if I wanted to create a backup. I clicked yes and Outlook closed without doing anything. I tried the Outlook icon on my task bar and Outlook would not open in safe mode, nor run a "repair".
It seems that there maybe something corrupted in the Outlook file. I have a subscription to Microsoft 365. Would uninstalling it and then reinstalling it possibly clear up the problem? Would doing so affect my subscription? How would I do it?

One item I notice from your attempt to create a new profile, part of this procedure is to set Outlook to prompt for a profile to use when starting. In the Windows Control Panel Mail app, click the Show Profiles button, click the Prompt for a Profile to be used button, and then be sure to select the NEW Profile you created when Outlook asks you which one to use. If you omit this step, Outlook will attempt to load the OLD Profile which very much appears to be damaged. Once Outlook starts correctly on the NEW Profile, you can revisit this page, return the setting to Always use this Profile, and make sure the NEW one is selected in the window. Once Outlook is stable and happy with the new profile, you can again revisit this page and delete the old, damaged Profile.

Thanks for info. However, Outlook still will not open. Now here is the strange situation. I have a subscription to Microsoft 365 and it is installed on both my desktop and laptop computers. My Outlook problems are on my desktop running Windows 11. No problems with Outlook on my laptop running Windows 10. No problems with Word or Excel on either computer. Suggestions?

If you experience the same failure, I recommend that you perform a Repair on the Office applications on Windows.
1. Press the Windows + R keys, type Control and click OK.
2. Click Add or Remove Programs.
3. Search for the Office or Microsoft 365 package, right-click on Microsoft Office and select Change.
4. Click Online Repair.

Went through these steps. Could not finish installing Microsoft 365. Said if any other program was installing at the same time that could be the problem. There was no other program installing. Suggestion was to reinstall from Control Panel > Reinstall. I saw no such option, only Uninstall or Change and change did not work.
Is there anyway to uninstall Microsoft 365, restart computer, and reinstall the program without messing up my subscription?

First I advise you to restart your computer and try the repair again.
If you still have the error, go to https://www.office.com/ with your account and see if you have the option to install the applications.
Then just remove Office from your computer and install it again via the option on the page.

Thanks. I followed the instructions for Option 2 and the Support Assistant detected installation of Microsoft 365. It began uninstalling with the note that it will take several minutes. It is still running after nearly 2 hours. I suspect something is not as it should be. Suggestions?

Well this ultimately uninstalled Microsoft 365. I followed instructions on www.office.com to reinstall. it appeared that it was installed, but when I went to use Word, Excel, or Outlook, nothing happened. I used Support and Recovery assistant to see what is wrong, but it is now hung up trying to install the program. Been over 30 minutes.
I give up.
